As Arizona faces a projected rise in uninsured residents, the Cover Arizona Coalition is bringing together funders and key stakeholders for a collaborative discussion focused on expanding health care access and coverage statewide. This hybrid meeting offers an important opportunity to join forces, share insights, and explore innovative solutions that will strengthen our collective impact in ensuring health equity for all Arizonans.
While virtual participation is available, we strongly encourage in-person attendance to foster deeper connection, dialogue, and collaboration.

Who You'll Hear From:Ana Roscetti is a dedicated public health professional with over two decades of experience driving impactful systems transformation across state government, nonprofit, and healthcare sectors. With a strong foundation in advancing legislative priorities, fostering public-private partnerships, and driving equitable health outcomes in underserved communities, Ana has played a pivotal role in shaping state and national health policy to benefit underserved communities. Ana Roscetti currently serves as Director of State Health Policy and Advocacy for Vitalyst Health Foundation. In this role, she works with community partners and stakeholders to identify and support public policies that help advance health equity in Arizona. Prior to joining Vitalyst Health Foundation, she worked at the Arizona Department of Health Services from 2006 to 2020, and at the Arizona Primary Care Association from 2020 to 2023.
Claudia Maldonado has close to two decades of experience working in the nonprofit field that have been spent navigating families and individuals through complex healthcare systems. In her current role as Director for Outreach and Enrollment at the Arizona Alliance for Community Health Centers, she oversees outreach and enrollment programs designed to identify populations who uninsured. Claudia approaches her work from a servant leadership lens that encourages collaboration to help support and grow Arizonan’s access to quality and affordable healthcare. Prior to working in the nonprofit world, Claudia received a B.A in Spanish from Arizona State University in 2004 and a certificate in Spanish Translation from Arizona State University in 2007.
Jennifer J. Burns serves as Director of Government Relations & Health Policy for Children’s Action Alliance. As a dedicated advocate, Jennifer has expanded access to quality health care in rural and medically underserved areas of Arizona. From 2003 to 2009, she served as an Arizona State Representative, representing much of rural Southern Arizona. After her legislative tenure, Jennifer worked as a Government Relations Consultant with MHC Healthcare and the Marana Chamber of Commerce. She was honored to be one of two staffers for Justice Sandra Day O’Connor’s Civil Discourse & Civic Engagement project, which focused on government reform. Most recently, Jennifer served as the Senior Director of Government & Media Relations at the Arizona Alliance for Community Health Centers.
Jennifer holds multiple degrees from The University of Arizona, including a Juris Doctorate, a Master of Public Administration with a specialization in Health Policy, and bachelor’s degrees in Chemistry and Political Science.
Matt Jewett joined Blue Cross Blue Shield of Arizona Health Choice in December 2024 after 10 years overseeing grants for Mountain Park Health Center, including federal grants to construct two new clinics. Matt also served in two stints as Director of Health Policy at Children’s Action Alliance, working with state agencies and legislators to expand children’s health insurance coverage and reform state laws to encourage more physical activity in schools. Matt was a member of the Creighton Elementary School District Governing Board from 2008-14 and currently serves on the board of the Osborn School District Education Foundation.
